The scheme involves the careful dismantling of a former mixed-use structure that has previously served as office accommodation, a multi-storey car park and, more recently, a popular five-a-side football venue. Through detailed planning, stakeholder collaboration and specialist engineering expertise, Downwell is preparing the site for its next phase of transformation.
Scope of Works
Downwell’s scope includes the controlled demolition and removal of the existing structure using a carefully planned top-down methodology.
The works comprise:
- Enabling works and site preparation for future redevelopment
- Top-down demolition of the existing reinforced concrete structure
- Removal of substantial structural steel elements within the frame
- Installation of temporary protection and environmental control measures
- Coordination of works adjacent to operational rail infrastructure
- Ongoing stakeholder engagement with neighbouring occupiers and project partners

Live Educational Environment
A key project interface is the adjoining educational facility, which remains fully operational throughout the programme. Downwell’s delivery strategy prioritises the protection of the neighbouring structure, ensuring demolition activities are carried out safely while minimising disturbance to staff, students and visitors.
Working Adjacent to the DLR
The site is located directly alongside the Docklands Light Railway (DLR), requiring extensive collaboration with railway stakeholders to develop safe and effective working arrangements.
Through early engagement and detailed planning, Downwell has worked closely with DLR representatives to establish agreed methodologies, design solutions and operational controls for works undertaken adjacent to the railway.
Specialist Demolition Solution
Following detailed engineering assessments, Downwell selected a top-down demolition methodology to provide maximum control throughout the dismantling process. Heavy demolition plant will progressively remove the structure from roof level downwards, reducing risks associated with the site’s constrained location.
To further protect surrounding assets and infrastructure, Inner City Scaffolding is installing a comprehensive HAKI scaffold system with full Monarflex encapsulation. The protective envelope will safeguard neighbouring properties, railway infrastructure and the public throughout the works.
Progress & Outcome
Preliminary works are already well underway, with the project team making strong progress in preparation for the main demolition phase.
Extensive coordination with project stakeholders, including DLR and adjacent occupiers, has enabled critical pre-construction activities to be completed safely and efficiently. Scaffold installation and protection measures are being implemented ahead of the commencement of major demolition operations.
Once complete, the enabling works will prepare this strategically significant site for the next stage of redevelopment, supporting the continued regeneration of the Isle of Dogs.
